Trường Đại học Tsukuba (Tsukudai) là trường đại học quốc lập, được thành lập tháng 10 năm 1973 tại thành phố Tsukuba Science City dựa trên nền của Tokyo University of Education. Mục đích thành lập của trường là để tăng cường nghiên cứu khoa học và trao đổi văn hóa.
Năm 1995, trường mở ra chương trình thạc sĩ ngành Policy Management, trực thuộc Graduate School of International Political Economy, và sau này đổi thành Program in Economic and Public Policy (PEPP). Chương trình đào tạo 18 tháng này nhằm bồi dưỡng các kĩ năng cơ bản về khái niệm, cách thiết lập và triển khai các chính sách phát triển.
Trường Tsukudai có cung cấp nhiều học bổng cho sinh viên quốc tế nhập học năm 2016, nhằm giúp đỡ sinh viên trang trải học phí và sinh hoạt phí.
Các sinh viên đến từ các nước đang phát triển có thể nộp đơn xin học bổng này. Lưu ý rằng ứng viên phải đang nộp hồ sơ cho chương trình thạc sĩ 18 tháng PEPPnbsp;tại Tsukudai.
